The indicator represents the number of Integrated Environmental Authorization (AIA) provisions for active installations under state jurisdiction (overall review in compliance with art. 29-octies of Legislative Decree 152/06) issued by the Ministry of the Environment and Energy Safety (MASE), compared to the number of proceedings initiated, aimed at issuing AIA provisions. Starting from 2016, the issuing of AIA provisions under state competence began in application of the Commission's implementing decisions of 9 October 2014 - 2014/738/EU, of 31 July 2017 - UE/2017/1442 and of 21 November 2017 - UE/2017/2117. From the analysis of the trend for the period 2016-2024 it can be seen that the percentage of AIA provisions issued by MASE on the total number of proceedings initiated is growing, reaching 97% in 2024, therefore approaching the objective of 100%. ISPRA has the task of ensuring technical-scientific support to the AIA-IPPC Commission for the releases of new AIAs, modifications and reviews of AIAs under state jurisdiction, as well as proposing, at the Conference of Services, the Monitoring and Control Plan (PMC), in accordance with paragraph 6 of the art. 29-quater of Legislative Decree 152/06. In 2024, as part of the technical-scientific support to the AIA-IPPC Investigation Commission for the releases, modifications and reviews of the AIA procedures initiated by the MASE (92), ISPRA drafted and sent to the MASE 105 Investigation Reports (RI) for the assessment of the completeness of the AIA application and for the definition of the Concluding Investigation Opinions (PIC) drawn up by the AIA-IPPC Commission, 3 Reports validation of the Reference Report and 66 Monitoring and Control Plans (PMC) an integral part of the AIA aimed at defining the monitoring and control methods of the plants and emissions in accordance with the provisions of paragraph 6 of the art. 29-sexies of Legislative Decree 152/06. The documents drawn up by ISPRA and transmitted to MASE also partly concern AIA proceedings initiated by MASE in previous periods. In 2024, the MASE issued 92 AIA provisions.
The indicator represents the number of AIA provisions for installations under state jurisdiction (overall review in compliance with art. 29-octies of Legislative Decree 152/06) issued by MASE, compared to the number of proceedings initiated, aimed at issuing AIA provisions, starting from the date of publication in the Official Journal of the European Community of the Commission's implementing decisions of 9 October 2014 - 2014/738/EU, of 31 July 2017 – UE/2017/1442 and of 21 November 2017 – UE/2017/2117. Furthermore, the number of all AIA provisions issued by the MASE is provided, broken down by overall AIA review, partial AIA review, review initiated in compliance with AIA requirements, AIA update for substantial modification, AIA update for non-substantial modification and release of new AIA, which represent all types of AIA proceedings.
Quantify the number of AIA provisions (overall review) issued by MASE to operational installations, on the basis of the provisions of European legislation in order to prevent, reduce and keep under control emissions into the environment from industrial installations in application of BAT (Best Available Techniques) Commission Implementing Decision of 9 October 2014 – 2014/738/EU, of 31 July 2017 – UE/2017/1442 and Commission Implementing Decision of 21 November 2017 – EU/2017/2117.
The AIA is the provision that authorizes the operation of an installation under certain conditions, such as to prevent, reduce and keep under control emissions into the air, water and soil, including measures relating to waste, noise and maintenance, in order to maintain a high level of protection of the environment as a whole, in compliance with the requirements of the IPPC Directive 96/61/EC and the IED Directive 2010/75/EU. Installations that carry out activities referred to in Annex VIII to the second part of Legislative Decree 152/2006 are subject to the AIA procedure. The installations under state responsibility are defined in Annex XII to the second part (crude oil refineries, thermal power plants and other combustion plants with thermal power of at least 300 MW (as well as those forming part of the national gas pipeline network with thermal power of at least 50 MW), integrated steelworks for the first melting of cast iron and steel, chemical plants with production capacities above a certain threshold and other plants falling within the categories referred to in Annex VIII located entirely at sea). The AIA is issued in accordance with what is indicated in Annex The AIA is reviewed and applied following the issuing of the Implementing Decisions, which establish the conclusions on the best available techniques, in the 4 years following the date of publication in the Official Journal of the European Community of the "BAT Conclusions":
- BAT Conclusions - Commission Implementing Decision of 9 October 2014 - 2014/738/EU establishing conclusions on best available techniques relating to the refining of oil and gas;
- BAT Conclusions - Commission Implementing Decision of 31 July 2017 - UE/2017/1442 establishing conclusions on best available techniques for large combustion plants;
- BAT Conclusions - Commission Implementing Decision of 21 November 2017 - EU/2017/2117 establishing conclusions on best available techniques for the manufacture of organic chemicals in large volumes.
The BAT Conclusions” contain the new Emission Limit Values (ELV) of pollutants in the various environmental matrices.

Indicator assessment
The indicator was developed through calculations based on the number of AIA provisions (Overall Review) issued by MASE on the basis of the provisions of European legislation in order to prevent, reduce and keep under control emissions into the environment from industrial installations in application of BAT as well as state AIA modification and review provisions issued by MASE, distinguished by categories of installations and by type of procedure and the related percentages.
In the 4 years following the date of publication in the Official Journal of the European Community of the Commission's Implementing Decision of 31 July 2017 - UE/2017/1442, not all the AIA Overall Review proceedings initiated by the MASE were concluded (87 AIA Overall Review proceedings were initiated by the MASE and 84 were concluded) (Table 3, Figure 3). However, with regard to the state of application of the Commission's Implementing Decisions of 9 October 2014 - 2014/738/EU and of 21 November 2017 - UE/2017/2117 in the 4 years following the date of publication in the Official Journal of the European Community of the Decision, all the AIA comprehensive review proceedings initiated by the MASE have been concluded, 12 and 14 respectively (Table 1 and 2, Figures 1 and 2), therefore overall the state can be defined as medium (Figure 4).

During 2024, MASE, for non-substantial modification procedures, issued 19 provisions to thermoelectric power plants, 16 to chemical plants and 4 to refineries. For substantial modification procedures, it issued 4 provisions to thermoelectric power plants and no provisions to chemical plants, refineries and the "other plants" category. For the procedures in compliance with the AIA requirements, it issued 6 provisions to thermoelectric power plants, 4 to chemical plants, 1 to refineries and no provisions to the "other plants" category. For the review procedures, it issued 20 provisions to thermoelectric power plants, of which 6 were for overall review, 7 were for partial review for chemical plants, 10 were for partial review for refineries and 1 was for partial review for the "other plants" category. No provisions have been issued for the procedures for new AIA (Table 4).
During 2024, MASE issued a total of 92 provisions to 61 installations (Figure 5), of which 49 to thermoelectric power plants, 27 to chemical plants, 15 to refineries and 1 to the "other plants" category (Figure 7). These provisions are divided as follows: 39 relating to non-substantial modification provisions (43%), 4 relating to substantial modification provisions (4%), 11 relating to provisions for compliance with AIA requirements (12%), 38 relating to review provisions (41%) and none relating to provisions for new AIA (Figure 6).
