The European Commission has adopted the European Biodiversity Strategy for 2030 (SEB 2030, COM(2020) 380 final), which sets the objective for Member States to protect at least 30% of their national territory and 30% of their seas, with at least one-third of these areas being strictly protected. These objectives are also incorporated into the National Biodiversity Strategy for 2030 (SNB 2030).

The indicator integrates spatial data from the main biodiversity protection systems existing in Italy (protected areas and the Natura 2000 Network), calculating the current protected surface both on land and at sea. It evaluates the variation from 1991 to 2023 and highlights the gap between the percentage of protected land and marine areas and the 30% target set by SEB 2030. The data used to calculate the extent of the protected area come from CDDA and the Natura 2000 database. Other Effective Area-based Conservation Measures (OECM) are not included, as the types of areas that may fall within this category have not yet been defined.

As of today, the total national coverage of protected areas, after accounting for overlaps between protected areas and Natura 2000 sites, is approximately 4,068,476 hectares at sea, equivalent to 11.62% of Italian territorial waters and the Ecological Protection Zone (ZPE), and about 6,532,341 hectares on land, covering 21.68% of the national territory. The extent of overlapping areas, i.e., those falling within both a protected area and a Natura 2000 site, has increased over time, reaching 862,631 hectares at sea and 2,447,046 hectares on land in 2023. The trends indicate that the percentage of protected national surface has stabilized since 2006 for marine areas and since 2011 for land areas. To meet the 30% target set by SEB 2030, an additional 18% of marine areas (approximately 6,600,000 hectares) and 8% of land areas (approximately 2,500,000 hectares) still need to be protected.

The Natura 2000 Network in Italy consists of 2,646 sites, covering a total area, net of overlaps, of 5,845,078 hectares on land, equivalent to 19.4% of the national territory, and 2,301,047 hectares at sea, corresponding to 6.4% of territorial waters (data updated to December 2023). A total of 643 Special Protection Areas (SPAs) and 2,364 Sites of Community Importance-Special Areas of Conservation (SCI-SACs) have been designated (of which 361 are SCI-SACs coinciding with SPAs). In December 2022, the sites numbered 2,639, with an increase of 7 units in the past year and an expansion of 163 hectares on land and 229,358 hectares at sea. The coverage percentages of the Natura 2000 Network vary across Italian regions and autonomous provinces, ranging from 12% to 36% on land and from less than 1% to 30% at sea.

The national coverage of the Network is significant in relation to the targets of the EU Biodiversity Strategy for 2030 (SEB2030), which calls for expanding protected areas in the EU to reach at least 30% of terrestrial and 30% of marine areas. The SEB2030 target includes all areas subject to protection measures, such as Natura 2000 sites, National and Regional Parks, and other protected areas. At the regional level, Abruzzo and Valle d’Aosta meet the SEB2030 target, with Natura 2000 sites covering 36% and 30% of their territories, respectively. Other regions approaching the target include the Autonomous Province of Trento (28%), Molise (27%), Campania (27%), and Liguria (26%). The protection percentages of Natura 2000 marine sites are lower, with only Puglia (30%) and Tuscany (27%) having protection levels close to the target.

La Rete Natura 2000 è costituita in Italia da 2.646 siti, per una superficie totale, al netto delle sovrapposizioni, di 5.845.078 ettari a terra pari al 19,4% del territorio nazionale e una superficie a mare di 2.301.047 ettari pari al 6,4% delle acque (dati aggiornati al dicembre 2023). Sono state designate complessivamente 643 ZPS e 2.364 SIC-ZSC (di cui 361 sono SIC-ZSC coincidenti con ZPS). Nel dicembre 2022 i siti erano 2.639 con un aumento di 7 unità nell’ultimo anno e un incremento di superficie di 163 ettari a terra e 229.358 ettari a mare. Le percentuali di copertura della Rete Natura 2000 sono eterogenee nelle regioni e province autonome, oscillando dal 12% al 36% a terra e da valori inferiori all’1% al 30% a mare. La copertura della Rete a livello nazionale è importante anche in relazione ai target della Strategia europea per la Biodiversità al 2030 (SEB2030) che chiede di ampliare nell'UE le zone protette arrivando almeno al 30% della superficie terrestre e al 30% delle aree marine. Al target SEB2030 contribuiscono tutte le aree sottoposte a forme di tutela quali siti N2000, Parchi Nazionali, Regionali e altre aree protette. In ambito regionale l’Abruzzo o la Valle d’Aosta raggiungono il target SEB2030 con i siti N2000 che coprono rispettivamente il 36% e il 30% del loro territorio, mentre si avvicinano al target la provincia autonoma di Trento (28%), il Molise (27%), la Campania (27%) e la Liguria (26%). Le percentuali di tutela dei siti N2000 a mare sono più basse, solo la Puglia (30%) e la Toscana (27%) hanno livelli di protezione prossimi al target. 

La Commissione europea ha adottato la Strategia Europea per la Biodiversità al 2030 (SEB 2030, COM(2020) 380 final) che tra i suoi obiettivi chiede agli Stati membri di proteggere almeno il 30% di territorio nazionale e il 30% dei mari e che almeno un terzo di queste zone sia rigorosamente protetto. Tali obiettivi sono ripresi nella Strategia Nazionale per la Biodiversità al 2030 (SNB 2030).

L’indicatore integra i dati spaziali relativi ai principali sistemi di aree di tutela della biodiversità esistenti nel nostro Paese (aree protette e Rete Natura2000), e calcola la superficie italiana attualmente tutelata a terra e a mare, ne valuta la variazione dal 1991 al 2023 e mostra la distanza tra la percentuale di superficie terrestre e marina protetta e il target del 30% posto dalla SEB 2030. I dati utilizzati per calcolare l’estensione della superficie protetta sono CDDA e nella banca dati Natura2000; non sono incluse le Other Effective Area-based conservation Measures (OECM) , poiché non sono state ancora definite le tipologie di aree che possano rientrarvi.

La copertura nazionale di superficie protetta, al netto delle sovrapposizioni tra aree protette e siti Natura2000, ad oggi è di circa 4.068.476 ettari a mare, pari all’11,62% delle acque territoriali e ZPE (Zona di Protezione Ecologica) italiane, e di circa 6.532.341 a terra, pari al 21,68% del territorio italiano. L’estensione delle aree di sovrapposizione, ovvero di quelle aree che rientrano sia in un’area protetta sia in un sito Natura2000, è aumentata nel tempo arrivando, nel 2023, a 862.631 ettari a mare e 2.447.046 a terra. I trend mostrano che la percentuale nazionale di superficie protetta si è stabilizzata a partire dal 2006 per il mare e dal 2011 per la parte terrestre. Per il raggiungimento dell’obiettivo del 30% fissato dalla SEB 2030 esiste dunque uno scarto di un ulteriore 18% circa di superficie marina da sottoporre a tutela (pari a circa 6.600.000 ettari) e di un 8% di superficie terrestre (pari a circa 2.500.000 ettari).
