The indicator represents the number of Integrated Environmental Authorisation (IEA or AIA) decisions issued for active installations under national competence (comprehensive review pursuant to Article 29-octies of Legislative Decree 152/06) by the Ministry of the Environment and Energy Security (MASE), in relation to the total number of procedures initiated for the issuance of AIA decisions. Since 2016, the process of issuing state-level AIA decisions has been aligned with the implementation of the following European Commission Implementing Decisions:
2014/738/EU (9 October 2014 – BAT Conclusions for the Refining of Mineral Oil and Gas),
2017/1442/EU (31 July 2017 – BAT Conclusions for Large Combustion Plants),
2017/2117/EU (21 November 2017 – BAT Conclusions for Waste Treatment).
An analysis of the trend over the period 2016–2023 shows a continuous increase in the percentage of AIA decisions issued by MASE relative to the number of procedures initiated, reaching 93% in 2023, thus approaching the target of full completion (100%). ISPRA (Italian Institute for Environmental Protection and Research) is tasked with providing technical and scientific support to the AIA-IPPC Commission for the issuance, amendment, and review of AIA procedures under national competence. This includes proposing the Monitoring and Control Plan (PMC) during the Services Conference, in accordance with Article 29-quater(6) of Legislative Decree 152/06. In 2023, in support of the AIA-IPPC Commission’s work for the 98 procedures initiated by MASE, ISPRA prepared and submitted to MASE:
133 Technical Reports assessing the completeness of AIA applications and contributing to the drafting of the Final Evaluation Opinions (PIC) issued by the AIA-IPPC Commission;
5 Validation Reports concerning the Baseline Reports (relating to soil and groundwater status);
7 Monitoring and Control Plans (PMC), integral parts of the AIA, outlining monitoring and compliance verification methods for plant emissions, as required by Article 29-sexies(6) of Legislative Decree 152/06.
Some of these documents also refer to procedures initiated by MASE in earlier years. In total, 92 AIA decisions were officially issued by MASE in 2023.
The indicator represents the number of Integrated Environmental Authorisation (IEA/AIA) decisions issued by the Ministry of the Environment and Energy Security (MASE) for operational installations under national competence, subject to a comprehensive review in accordance with Article 29-octies of Legislative Decree 152/06, compared to the number of procedures initiated for the issuance of AIA decisions. The reference period starts from the date of publication in the Official Journal of the European Union of the following Commission Implementing Decisions:
– 2014/738/EU of 9 October 2014,
– 2017/1442/EU of 31 July 2017,
– 2017/2117/EU of 21 November 2017.
Additionally, the indicator provides the total number of AIA decisions issued by MASE, broken down by procedure type:
– comprehensive AIA review,
– partial AIA review,
– review initiated in compliance with AIA conditions,
– AIA update due to substantial modification,
– AIA update due to non-substantial modification, and
– issuance of new AIA,
representing all categories of AIA procedures established under national legislation in line with EU industrial emissions and environmental permitting frameworks.
Quantify the number of Integrated Environmental Authorisation (IEA/AIA) decisions (comprehensive reviews) issued by the Ministry of the Environment and Energy Security (MASE) for operational installations, in accordance with European legislation aimed at preventing, reducing, and controlling emissions into the environment from industrial installations, through the application of Best Available Techniques (BAT), as established by the following Commission Implementing Decisions:
– 2014/738/EU of 9 October 2014,
– 2017/1442/EU of 31 July 2017, and
– 2017/2117/EU of 21 November 2017.
The Integrated Environmental Authorisation (IEA/AIA) is the legal provision that authorises the operation of an industrial installation under specific conditions aimed at preventing, reducing, and keeping emissions into air, water, and soil under control. It also covers measures related to waste, noise, and maintenance, in order to ensure a high level of environmental protection as a whole, in accordance with the requirements of Directive 96/61/EC (IPPC Directive) and Directive 2010/75/EU (IED – Industrial Emissions Directive).
Installations subject to the IEA procedure are those performing activities listed in Annex VIII, Part II of Legislative Decree No. 152/2006. Installations under national competence are defined in Annex XII, Part II, and include crude oil refineries, thermal power plants and other combustion plants with a thermal capacity of at least 300 MW (or at least 50 MW if part of the national gas pipeline network), integrated iron and steel works, large-scale chemical production plants, and other facilities falling under Annex VIII and located entirely offshore.
The IEA is issued in accordance with the criteria outlined in Annex XI, Part II of Legislative Decree No. 152/2006, taking into account the costs and benefits of an action, the precautionary and prevention principles, and the conditions set in reference to the Best Available Techniques (BAT).
The IEA must be reviewed and updated within four years following the publication in the Official Journal of the European Union of the "BAT Conclusions" established by the relevant Commission Implementing Decisions, including:
BAT Conclusions – Commission Implementing Decision of 9 October 2014 (2014/738/EU): establishing the BAT conclusions for the refining of mineral oil and gas;
BAT Conclusions – Commission Implementing Decision of 31 July 2017 (2017/1442/EU): establishing the BAT conclusions for large combustion plants;
BAT Conclusions – Commission Implementing Decision of 21 November 2017 (2017/2117/EU): establishing the BAT conclusions for the production of large volume organic chemicals.
The BAT Conclusions define new emission limit values (ELVs) for pollutants released into different environmental media (air, water, soil), which must be incorporated into revised IEA permits.

L'elaborazione dell'indicatore è stata effettuata tramite calcoli basati sul numero di provvedimenti di AIA (Riesame complessivo) emanati dal MASE sulla base di quanto previsto dalla normativa europea al fine di prevenire, ridurre e mantenere sotto controllo le emissioni nell’ambiente delle installazioni industriali in applicazione delle BAT nonché di provvedimenti di modifica e riesame AIA statali rilasciati dal MASE, distinti per categorie di installazioni e per tipologia di procedura e le relative percentuali.
Within the four-year period following the publication in the Official Journal of the European Union of Commission Implementing Decision (EU) 2017/1442 of 31 July 2017, not all comprehensive IED permit review procedures initiated by the Ministry of the Environment and Energy Security (MASE) were completed. Out of 87 review procedures launched by MASE, 79 were concluded (see Table 3, Figure 3). Conversely, regarding the implementation status of Commission Implementing Decisions 2014/738/EU of 9 October 2014 and (EU) 2017/2117 of 21 November 2017, all comprehensive review procedures initiated by MASE were finalised within four years from the date of their publication in the Official Journal of the European Union — specifically, 12 and 14 procedures respectively (see Tables 1 and 2, Figures 1 and 2). Overall, the implementation status can be classified as medium (see Figure 4).
Since 2016, the process of issuing state-level Integrated Environmental Authorisations (IEAs) in accordance with Commission Implementing Decisions 2014/738/EU of 9 October 2014, (EU) 2017/1442 of 31 July 2017, and (EU) 2017/2117 of 21 November 2017 has been initiated.
An analysis of the trend over the 2016–2023 period shows a progressive increase in the percentage of IEAs issued by the Ministry of the Environment and Energy Security (MASE) relative to the total number of procedures initiated. This share reached 93% in 2023, approaching the target of full (100%) implementation (see Figure 8).

In 2023, for non-substantial modification procedures, the Ministry of the Environment and Energy Security (MASE) issued 14 authorisations for thermoelectric power plants, 12 for chemical installations, 1 for refineries, and 7 for the category "other installations."
For substantial modification procedures, MASE issued 4 authorisations for thermoelectric power plants, 2 for chemical installations, and none for refineries or "other installations."
Regarding procedures related to compliance with IEA conditions, 6 authorisations were issued for thermoelectric power plants, 4 for chemical installations, 1 for the "other installations" category, and none for refineries.
With respect to review procedures, MASE issued 18 authorisations for thermoelectric power plants — of which 13 were full reviews — and 17 for chemical installations — of which 2 were full reviews. Additionally, 4 partial reviews were issued for refineries, and 1 partial review for the "other installations" category.
For new IEA applications, 1 authorisation was issued for the "other installations" category (see Table 4).
Overall, in 2023 MASE issued a total of 92 authorisations concerning 62 installations (see Figure 5), distributed as follows: 42 for thermoelectric power plants, 35 for chemical installations, 5 for refineries, and 10 for the "other installations" category (see Figure 7).
The breakdown by type of procedure is as follows:
– 34 non-substantial modifications (37%)
– 6 substantial modifications (7%)
– 11 related to compliance with IEA requirements (12%)
– 40 reviews (43%)
– 1 new IEA authorisation (1%)
(see Figure 6).
