For each autonomous region/province, the indicator reports the absolute number, the normalized number (in terms of inhabitants and surface area) and the powers of the radio and television systems (RTV) and services for mobile comunication Base Transceiver Stations (BTS); the number of sites where the systems/services are installed is also specified. The number of sites and the number of RTV systems, in 2024, recorded slight variations compared to the previous year (+1.0% RTV sites, -0.7% RTV systems), going from 3,425 to 3,458 RTV sites and from 13,765 to 13,662 RTV systems. The overall RTV power presents a decrease (-7.8%), going from 7,035 kW to 6,483 kW.
With regards to Base Transceiver Stations for mobile telephony, in 2024 there was a slight increase in sites (from 25,142 to 26,108, +3.8%), in systems (from 40,757 to 42,673, +4.7%) and in services (from 158,627 to 184,284, +16.2%). The overall BTS power records a significant increase in 2024 (+28.8%), going from 22,217 kW to 28,616 kW.

The indicator reports, for each autonomous region/province and for the different voltage levels, the kilometers of existing electricity lines, in absolute value and in relation to the territorial surface area. As regards the consistency of the national electricity grid, broken down by voltage, the information is that held by ARPA/APPA and contained in the ISPRA CEM Observatory. Between 2023 and 2024, an overall stable picture is observed characterized by very slight increases for all types of power lines treated: 40-150 kV power lines (+ 1.3%), 220 kV power lines (+ 0.7%) and 380 kV power lines (+ 1.4%). The substantial stationarity of the aforementioned power lines reveals a positive trend regarding this type of electromagnetic source since, especially for 40-150 kV power lines, it needs to branch out in urban contexts and, therefore, with a greater presence of population. However, this type of electromagnetic source must exist in order to adequately provide all the necessary services to the population, however, the existing one has long been subjected to intense control activity with ad hoc regulations, specifically designed to protect the population from short and long-term effects caused by the presence of electric and magnetic fields generated by power lines.

The indicator quantifies situations of non-compliance with the limits set by the regulations for power lines (power lines, substations and transformation cabins). For the autonomous regions/provinces, whose data are updated until September 2025, the remediated cases of exceeding are 75.4% of the total. The cases of exceeding the legal limits relating to power lines remained almost unchanged in the reference time periods (1999-September 2024 and 1999-September 2025), equal to 68 and 69 respectively.

For each autonomous region/province, the number of exceedances of the regulatory reference values is considered, distinguished by radio and television systems (RTV) and base transceiver stations (BTS), and the number of remediations, being verified by ARPA/APPA, in progress (for administrative actions), concluded for ARPA/APPA verification and concluded for administrative actions. Exceedance concerns situations in which levels above the exposure limit or the warning value or both are measured. From the data provided for the period 1999 - September 2025 it appears that the cases of exceeding the legal limits regarding RTV systems (605) are 4.4 times higher than those relating to BTS systems (138). The renovations completed for the RTV and BTS plants are equal to 76.5% and 74.7% of the total, respectively. For the regions whose data is updated for both types of systems and comparable, it can be noted that, in the two reference time periods 1999-September 2024 and 1999-September 2025, the cases of exceeding the legal limits for RTVs and BTSs increased slightly, respectively, by 0.3% (going from 603 to 605) and by 0.7% (going from 137 y 138).

The indicator describes the activity carried out by ARPA/APPA in terms of preventive opinions and checks carried out with measuring instruments on high frequency (RF) sources, distinguished between radio and television systems (RTV) and base transceiver stations for communication (BTS). For RTV systems yes records in 2024 a number of preventive opinions issued by the ARPA/APPA equal to 494, showing a significant decrease (-22%) compared to 2023. In 2024, for the number of controls for the BTSs, compared to the previous year, there was a decrease of 20.6%, going from 2,139 to 1,699. The requests for control by citizens through complaints tend to decrease and this gives the perception of a social pressure that tends to fade even for a type of electromagnetic source, such as the Base Radio Station, which in the past has caused many concerns.

The indicator describes the activity carried out by ARPA/APPA in terms of preventive opinions and experimental checks carried out through field measurements on low frequency sources. Analyzing the period 2008-2024, both for the preventive opinions and for the experimental checks carried out, the trend over time is rather variable but characterized by a general decrease, in fact, from 2008 to 2024 they decreased by 63.4% (going from 1,961 to 718) and 91.1% (going from 1,269 to 113) respectively. The requests for control by citizens through complaints tend to decrease and this gives the perception of a social pressure that tends to fade also for this type of electromagnetic source which in the past has caused many concerns. However, the population's attention remains high in relation to exposure to the electric and magnetic fields generated by power lines, in fact, in 2024 the checks at the request of citizens represent 56.5% of the checks carried out (equal to 96 out of 170).
