The indicator allows to identify the areas where there is a particular concentration of establishments at risk of major accidents, providing useful information for land planning, in particular for the destination and use of land. In 2024, the municipalities in which there are 4 or more RIR (Risk of Major Accident) establishments are 29, distributed in 12 regions: approximately 1/4 of the establishments at risk of major accidents in Italy are located in them. The regions in which the largest number of these municipalities are found are: Sicily (5 municipalities), Lazio (4 municipalities), Lombardy (4 municipalities) and Piedmont (4 municipalities). Among the municipalities characterized by the presence of a high number of establishments, Ravenna stands out with 26 establishments and Genoa with 13 establishments, followed by Trecate with 10, Naples and Venice with 9, Filago with 8 and Augusta, Anagni, Catania and Livorno with 7 establishments.
The indicator shows the list of municipalities in whose territory there are establishments at risk of major accidents with notification obligation (lower and upper threshold establishments), as well as the number of establishments present in each municipality. With this indicator, the area of analysis has been narrowed by taking as a reference a territorial reality less extensive than the region or province or the municipality. From the analysis of the indicator it is possible to draw further considerations on the map of the dangers of major accidents in our country. This information allows, in fact, to better highlight, going down to the municipality level, the areas in which there is a particular concentration of establishments at risk of major accidents. The presence of an establishment at risk of major accidents in a municipality also conditions the planning of the territory, and, in particular, the destination and use of the land. In fact, it is necessary to maintain appropriate safety distances between establishments at Risk of Major Accident (RIR) and the surrounding residential and commercial areas (article 22 of Legislative Decree 105/15).

All information is taken from the National Inventory of establishments likely to cause major accidents, provided for by Article 5, paragraph 3 of Legislative Decree 105/2015. The inventory allows the extraction of an Excel file that allows to extrapolate after different steps, the data necessary for updating the indicator.
Al 31 dicembre 2024, i comuni in cui sono presenti 4 o più stabilimenti RIR sono 29, distribuiti in 12 regioni: in essi è ubicato circa 1/4 degli stabilimenti a rischio di incidente rilevante presenti in Italia. Le regioni in cui si ritrova il maggior numero di questi comuni sono: la Sicilia (5 comuni), il Lazio (4 comuni), la Lombardia (4 comuni) ed il Piemonte (4 comuni). Tra i comuni caratterizzati dalla presenza di un numero elevato di stabilimenti si rilevano Ravenna con 26 stabilimenti e Genova con 13 stabilimenti, seguite da Trecate con 10, Napoli e Venezia con 9, Filago con 8 e Augusta, Anagni, Catania e Livorno con 7 stabilimenti.
Rispetto al periodo precedente di valutazione (dicembre 2023) il numero di comuni con almeno 4 stabilimenti RIR è leggermente diminuito. Comunque non ci sono state significative variazioni del numero e del tipo di industrie sottoposte agli obblighi imposti dalla normativa “Seveso”. Sebbene il numero dei comuni sia leggermente diminuito, si registra una riduzione delle attività rispetto al semestre precedente, che passa da 205 a 193.

The choice of the threshold value of 4 establishments was made for practical reasons and does not prefigure a specific regulatory orientation regarding the criteria for identifying areas with a high concentration of establishments at risk of major accidents. The data available are, in addition to the name of the municipalities, the number of establishments for each of the selected municipalities. From the analysis of the indicator it is possible to draw further considerations on the map of the dangers of major accidents in our country. In fact, this information allows us to highlight more, going down to the municipality level, the areas in which there is a particular concentration of establishments at risk of major accidents (figure 1).
