    For each region/autonomous province, the number of exceedances of regulatory reference values is considered, categorized by radio and television installations (RTV) and base transceiver stations (BTS), as well as the number of remediation actions, including those under verification by ARPA/APPA, in progress (due to administrative actions), completed following ARPA/APPA verification, and completed through administrative actions. Exceedances refer to situations where measured levels exceed the exposure limit, the precautionary value, or both.

    According to the data provided for the period 1999 - September 2024, the number of exceedances for RTV installations (679) is nearly four times higher than that for BTS installations (173). Completed remediation actions for RTV and BTS installations account for 72.6% and 70.5% of the total, respectively.

    For regions with updated and comparable data for both types of installations, it can be observed that over the two reference periods (1999-September 2023 and 1999-September 2024), the number of exceedances for RTV and BTS installations slightly increased by 1.1% (from 633 to 640) and 5.6% (from 161 to 170), respectively.

    For each region/autonomous province, the number of exceedances of regulatory reference values is reported, categorized by radio and television installations (RTV) and base transceiver stations (SRB), along with the number of exceedance cases for which legally required remediation actions are planned, under verification by ARPA/APPA, in progress (due to administrative actions), completed following ARPA/APPA verification, and completed through administrative actions. Exceedances refer to situations where measured levels exceed the exposure limit, the precautionary value, or both, with cumulative values reported over the reference period.

    Purpose

    Quantify non-compliance situations identified through monitoring activities conducted by ARPA/APPA on radiofrequency (RF) sources present in the territory (radio and television installations (RTV) and base transceiver stations (SRB)) and the status of remediation actions.

    The Ministerial Decree (DM) 381/1998 establishes exposure limits, which must be respected in all situations, and precautionary values, which must be respected in locations where occupancy is expected to exceed 4 hours. These limit values, confirmed by the DPCM 08/07/03 and subsequent amendments, also introduce an additional precautionary threshold defined as a "quality objective," in implementation of Law 36/2001. These regulatory provisions require that, in the event of exceedances, remediation actions must be carried out at the expense of the installation operators.

    Limitations

    The information presented is affected by several issues, such as the lack of established local data collection tools, insufficient dedicated human and financial resources for this data collection activity, and the absence of a formal obligation for the competent authority (Municipality or Province) to inform ARPA/APPA about the status of remediation actions requested by the latter following the identification of non-compliance in a given installation. It should be noted that the information regarding the status of remediation actions reflects the current state of knowledge within the ARPA/APPA agency system.

    Further actions

    Synergistic actions by the stakeholders involved to support the flow of information through appropriate regulatory tools and targeted activities aimed at analyzing the aforementioned critical issues, with the goal of clarifying the problems and proposing solutions to ensure greater uniformity and completeness of data at the national level.

    According to the data presented in Tables 1 and 2 for the regions where data has been updated as of September 2024 for both types of sources (Piedmont, Aosta Valley, Lombardy, Trentino-Alto Adige, Veneto, Friuli-Venezia Giulia, Liguria, Emilia-Romagna, Tuscany, Umbria, Lazio, Abruzzo, Molise, Campania, Apulia, Basilicata, Calabria, and Sicily), it is observed that the number of legal limit exceedances for RTV installations (679) is nearly four times higher than that for BTS installations (173). Completed remediation actions for RTV and BTS installations account for 72.6% and 70.5% of the total, respectively (Figure 1).

    Trend assessment/description

    For the regions/autonomous provinces (Piedmont, Aosta Valley, Lombardy, Autonomous Province of Trento, Veneto, Friuli-Venezia Giulia, Liguria, Emilia-Romagna, Tuscany, Umbria, Lazio, Campania, Apulia, Basilicata, Calabria, and Sicily) with data that is updated and comparable for both types of installations over the period under consideration, the number of legal limit exceedances for RTV and BTS installations increased over the two reference periods (1999-September 2023 and 1999-September 2024) by 1.1% (from 633 to 640) and 5.6% (from 161 to 170), respectively (Table 3 and Table 4).

    Comments

    The available data indicate that, despite numerous environmental challenges associated with the presence of these electromagnetic sources in urban areas, non-compliance situations involving exceedances of the limits imposed by current regulations have not seen significant increases, even in the context of intensive monitoring by the territorially competent authorities. This suggests a state of substantial equilibrium between the technological development needs of the operators of these installations and the protection of the environment and population, achieved through effective regulatory, informational, and technological tools.
