The data collected provide an overview of the educational and training provision on specialised environmental topics offered by the National Environmental Protection System (SNPA), which comprises the Regional and Provincial Environmental Protection Agencies (ARPA/APPA) and ISPRA. This provision includes both training courses and work-based learning pathways (such as curricular and extracurricular internships, as well as Pathways for Transversal Skills and Career Guidance – PCTO). In 2023, there was a slight increase in the number of environmental training courses activated within the SNPA (204), compared to the previous year. With regard to training methodologies, the trend noted in the previous year continued, with a renewed emphasis on in-person residential training, likely due to the reduced risk of Covid-19 transmission. Both PCTO programmes and internships saw further growth in 2023 compared to the previous survey. A total of 285 internships were activated, while 2,017 students participated in PCTO programmes during the 2022/2023 school year.
The indicator provides an overview of the environmental education and training offer proposed by the National System for Environmental Protection (SNPA), which comprises the network of Regional and Provincial Environmental Protection Agencies (ARPA/APPA) and ISPRA. The indicator focuses on training courses targeted at technical staff within the Agencies and ISPRA, as well as external technical personnel. The training course data include: the number of participants, disaggregated by whether they belong to the Agencies or ISPRA; the number of training hours delivered; and the number of courses funded through internal and external sources. The main thematic areas covered by the training are also highlighted. Environmental training provision also includes internship programmes for undergraduate and recent graduate students, organised through agreements with universities and higher education institutions. It also covers the activation of Pathways for Transversal Skills and Career Guidance (PCTO) for students in the final three years of upper secondary schools, in accordance with the requirements introduced by the “Buona Scuola” reform (Law 107/2015) and subsequently amended by the 2019 Budget Law. For both internships and PCTO programmes, the information collected includes: the number of internships and training pathways activated, the thematic areas addressed, and the types of internships (curricular and extracurricular).

The indicator refers exclusively to data collected within the National System for Environmental Protection (ISPRA–ARPA/APPA) and should be extended to include the broader landscape of bodies and institutions involved in environmental education and training in various capacities.
Update of the indicator with the modifications and additions agreed upon within the SNPA and in collaboration with other organisations engaged in the field of environmental education and training.

The indicator related to environmental education and training provision is obtained through:

A total of 204 environmental training courses were recorded in 2023, involving 10,957 participants and 11,652 hours of training delivered (Table 1). The number of environmental internships carried out in 2023 amounts to 285 (Table 3). A total of 2,017 students were trained through the Pathways for Transversal Skills and Career Guidance (PCTO) methodology, with 148 new agreements signed with the involved schools (Table 4).
During the monitored period (2017-2023), an increase in the number of participants in the courses and the number of training hours delivered is observed, with slight fluctuations, either positive or negative, noted in the last three years. Meanwhile, the number of courses delivered has increased compared to the previous year (Table 1 and, for the trend of the total number of environmental training hours delivered, Figure 3). Environmental internships conducted in 2023 have increased compared to 2022, rising from 261 to 285 (Table 3), representing a 9.1% increase. A more significant increase is observed in the training delivered through the Pathways for Transversal Skills and Career Guidance (PCTO) methodology. In 2023, 2,017 students were trained, compared to 1,711 in 2022 (+17.9%). The number of new agreements signed with schools for the delivery of PCTO also shows a significant increase, with 148 agreements compared to 65 in the previous survey (Table 4), reflecting a 128% increase. Overall, the trend in the environmental education and training provision by the SNPA, observed during the 2017-2023 period, can be considered positive.

Distance learning methodologies have ensured the continuity of the training offer for both internal and external operators of the SNPA, even during the health emergency caused by the spread of the Covid-19 coronavirus. However, with the end of the health emergency, the last two years have seen an increasing return to in-person methodologies (Figure 1). The training activities are primarily aimed at updating and enhancing the skills of internal System operators, although the trend since 2017 highlights a greater openness towards external operators, with a decline from 2022 to 2023 (Table 1). In 2023, external participants represent approximately 30% of the total number of participants (10,957) (Table 2). The wide range of topics addressed in the courses reflects the broad sectors of interest of the System, but in particular, the dominant themes in 2023 are: "Environmental Monitoring and Control" (11.8%), followed by "Laboratories" and "Waste" (both 11.3%), then "Physical Agents" (8.8%) and "Environmental Information and IT Systems" (8.3%) (Figure 5). Regarding the Pathways for Transversal Skills and Career Guidance (PCTO) for students in the final three years of secondary school, the most relevant topics are: "Hydrosphere" (20.7%) and "Environmental Monitoring and Control" (19.7%), followed by "Atmosphere" (19.2%), which had been the predominant theme in previous years (Figure 4). For internships, the most commonly addressed topics are "Laboratories" (25.3%) and "Environmental Monitoring and Control" (19.6%) (Figure 2). The gap between "Curricular Internships" and "Extracurricular Internships" has become even more pronounced, with the former accounting for 97% of the participation, compared to just 3% for the latter. In absolute terms, extracurricular internships have decreased from 13 to 8 between 2022 and 2023 (Table 3).
